This sentence is talking about the behaviour of a particular XML structure. It's only true or false in the context of that structure (and it's very informal language anyway, so it also depends on the context of the conversation.) Asking whether this is true is like asking whether it's true that Mary is married to John. The names mean nothing when taken out of context.
