First, get rid of the doc-available() call. It could be confusing things.
You aren't allowed to read from and write to the same URI within a
transformation, and doc-available() is going to read from the URI.

Can't give any more help as this may well be XSLT-processor-specific.

Just add the java command to your PATH environment variable, or use the full
path name, for example

"c:/Program Files/java/jre1.5.0_06/bin/java" net.sf.saxon.Transform
source.xml style.xsl

Or if you're really not happy with using the command line, try Kernow, which
provides a GUI front end for Saxon
