I have tried below
<xsl:output cdata-section-elements="img.embed"/>

<xsl:template match="img.embed">
 <xsl:copy-of select="."/>
</xsl:template>

and the result is
<img.embed><![CDATA[...]]></img.embed>
but It should be
<![CDATA[...]]>
