I saw a work-around for this when I was looking for answers to another problem. Make your table, or a surrounding table three columns wide. Make the first and third columns width="proportional-column-width(1)" and the second column the width you want. Then put your data, or embed another table in the second column. I think if you google using some of the keywords above you can find some more exact help. I want to center my tables of variable width on the page. I am getting the column width at runtime from the xml document. This engine does not support fo:table-and-caption.
