I'd use keys for this, something like

      <xsl:copy-of select="key('z',string(preceding-sibling::Z[.='YES'][1]))[not(.='YES')]"/>
    </group>
      <xsl:copy-of select="key('z',string(preceding-sibling::Z[.='YES'][1]))[(.='YES')]"/>
