not surprisingly as the syntax for xslt doesn't allow it.

Yes you are basically describing trying to write an XSLT system in XSLT,
which is quite hard (if possible) when what you want to do is just
generate a document in which a few element names have changed which is
as I said the main function of xslt.

XSLT does not see the input document as a string but as a tree.

You haven't said what transform you are trying to do. I gave a template
for p to fo:block, you just add similar templates (in any order in the
file) for other elements that you want to transform and the system just
matches the input to your match elements and generates the output based
on the template body.
