I would guess that his problem was

which means that the action on any element is to convert the entire
element to a string and do this replacement, so unless there are some
more templates around, there will be no elements or any structure at all
in the output.

On the other hand he _said_ the problem was

which would indicate that he isn't using XSLT, perhaps the dreaded
microsoft dialect?
