I have passed the format string in as a parameter and used external Java
functions, via Xalan, to do the formatting.

Not in XSLT 1.0 ... the typical design pattern is to do such conversion 
outside of XSLT and supply the converted value as a text string to a 
top-level parameter in the stylesheet.
