This syntax was widely used in WD-xsl but is not legal in XSLT. I think there were early versions of MSXML that (incorrectly) permitted it. It was probably disallowed in XSLT 1.0 by mistake, rather than as a deliberate design decision, I haven't been able to get to the bottom of the history.
