[xsl] Self index?

Writing a test stylesheet, playing with xslt2. I'm not using a seperate input document so far, hence I'm processing the stylesheet command line takes the form of saxon stylesheet stylesheet output . Question. I have various h3 headers in the document, on each section. I need to create a toc for each one. I have <ul> <xsl:for-each select="//h3"> <li><a href="#{generate-id()}"><xsl:value-of select="."/></a> </li> </xsl:for-each> </ul> then <h3 id="{generate-id()}"> for each h3 element in the document. The generate-id values are not matching. I can't think why.... I've also tried <xsl:for-each select="document('')//h3"> for the toc... but that sounds vaguely wrong.
