If you want to output individual start and end tags, you need a different language. If you want to use XSLT, you will need to think of your problem a different way: specifically, in terms of the input and output trees, not their lexical representation using tags. It's almost certainly a grouping problem. Go and read http://www.jenitennison.com/xslt/grouping and see if that gives you any new insights.
