Modifying (very roughly) ten files with each update of a suite of stylesheets is a pain. The catalog provides the perfect answer. The other reason is to enable sharing files without having to mod them each time the file is passed over. http://www.arbortext.com/Think_Tank/XML_Resources/Issue_Three/issue_three.ht ml provides the Walsh rationale, which made sense to me.
