I take it that we're talking about NTT-DoCoMo's iMode and cHTML? When I did this, I just extended an HTML serializer (Xalan's IIRC) and modified it to handle the icon characters corretly.

It's most probably a character in the Private Use Area, but your editor is displaying it as a question mark.

I'm still confidant that it's not a QUESTION MARK, but rather U+E6CF and your text editor displays it as a question mark.
