Welcome to the list.
Normally you add a <xsl:output encoding="ISO-8859-1"/> to the top of the stylesheet. But in Cocoon this option is deactivated. You have to configure the serializer in the sitemap. Have a look at the start of the sitemap, find the serializer you are using and add a parameter similar to the following snippet:
<map:serializer name="html" mime-type="text/html" src="org.apache.cocoon.serialization.HTMLSerializer">
<encoding>ISO-8859-1</encoding>
</map:serializer>
