It is better if you write the SVG generator as if it were an XML parser. Put your svg generator into a class which implements the XMLReader interface. Then call this using a URI Resolver, so that in the XSLT you can include the SVG by the document() function. If you have Mike Kay's book, look up the 'GEDCOM' example.
