you don't need xsl:eleemnt or xsl:attribute here:

 <xsl:template match="C1005" mode="hey">
   <PHYSDESC ENCODINGANALOG ="{@LINK}">
     <xsl:copy-of select="@SC300"/>
   </PHYSDEC>
 </xsl:template>
