This is not really a XSL question, as XSL doesn't know anything
about files, directories or the file system.

You could use a simple script (JavaScript, VB,...) which builds
a simple XML file
  <files>
    <file>foo.xml</file>
    <file>bar.xml</file>
   ...
  <files>
and process this with XSLT into the desired index page, perhaps
accessing title and some other data from the XML file referred to
with the document() function, or you could build an in-memory DOM
tree for instant use, or produce the desired HTML directly (less
recommended).
Looking up info in the FileSystemObject is useful for this task
if you want to do this from the IEx browser. Other tools, like
traditional Unix shells provided for example by Cygwin on the
windows plattform, have direct access to the file system.
