XML and so XSLT too need always attributes. You can not write <anyelement anytext/>. You have to write <anyelement anyattribute="anytext"/>. In your case (xsl:if) the attribute is 'test'.

<xsl:if test="@name != ''">

     <xsl:apply-templates/>
  </xsl:if>
 </xsl:element>
</xsl:template >

Any ideas?
