Not true. It's the w3c, but the URL is "w3.org". We spent a full day trying to debug some XML that used "w3c" in the URI rather than w3. The parser (MSXML) couldn't validate against a URI that it couldn't find and didn't report why it couldn't validate; thus, the lost day.
