Maybe take a look at www.axkit.org

With my latest hacks (which I'm trying to convince the author to
incorporate), it can behave the same as mod_xslt. But of course it does
much, much more. It's pretty fast, too, or at least seems to be while I'm
developing (I haven't deployed anything using it yet).
