or

&#xdf;

should work. 00DF is Unicode for Deutches Eszett and of course is legal in
XML.

is there a possibilty to produce the special character "ß", so that I can
use it in pdf-files? I need it for converting xml-files to pdf-files with
FOP.

Can anybody help me?
