couple of you suggested the following. But that returns this :

<{@Type}>myvalue</@Type>

so its taking the literal value of that. ???

Also, the "&gt;" "&lt;" doesnt work either. It creates this

&lt;ATAG&gt;myvalue&lt;/ATAG&gt;

it won't work because it prevents your stylesheet from being well-formed.

The xsl:element element type gives you the most flexibility in creating
names for your output elements, and will solve your problem. Try something
more like 

  <xsl:element name="{@Type}">myvalue</xsl:element>
