The element <commentRefs> contains the reference to the information the comment is referring to. References are allowed to publication modules (including the entire publication set via list of applicable publications), data modules, data management lists or data dispatch notes. For each comment raised, there must be at least one reference. Comments to the comments are not permitted (use the element <noReferences> when a response to a comment is submitted).
