The element <applicSpecIdent> uniquely identifies the applicability annotation thru its attribute applicIdentValue. This identifier must be used to refer from the data modules where the applicability annotation is externalized (element <applicRef>) to the externalized applicability annotation in the applicability annotations CIR data module.
