attribute skillType of the element <taskDefinition> in the schedule Schema if both
are used.
Recommendation: It is recommended to only populate the attribute
personCategoryCode of the element <personCategory> when child element
<preliminaryRqmts> of the element <taskDefinition> is used in the schedule
Schema.
