I can't reproduce this problem with Eclipse 4.5.1 or 4.3.2.<br>
Any idea when this broke or if it was broken from the start?<br>
Did you maybe make any changes to the Windows theme/colors?<br>

Can you please try with a fresh copy of Eclipse and Oxygen (and a
new workspace)?<br>
