[oXygen-user] transform "body rows" <tbody> to "heading rows"<thead>

This would be something that could be set up with the new V17 XML
Refactoring feature, which lets you set up XQueries that will update
documents in place without clobbering the DOCTYPE declaration or adding
defaulted attributes.

Unfortunately, I've been too busy since I learned about this feature to
work up an example but it's pretty well documented in the oXygen manual.

My plan is to start collecting DITA refactors somewhere public, probably
the DITA Utilities project in the DITA Community organization on GitHub
once I have a little breathing room.
