[oXygen-user] XRef Selection Dialog Doesn't Offer Current Doc as an Option

When I create a DITA xref using the insert-xref button, the target chooser
dialog does not offer the current document as one of the options in the file
pulldown list.

It should always offer the current doc as an option, even if it defaults to
the last document selected.
