[oXygen-user] Locating schema for http://www.w3.org/XML/1998/namespace

In Preferences -> XML -> XML Catalog you have to enable also the option 
Process namespaces through URI mappings. This is a new option and by 
default it is disabled because it can create problems in other cases 
when resolving some URIs that are specified only by namespaces.
