You are misapplying @conref on topicref.

The @conref attribute is only supposed to be used to include elements of the
same type or more specialized types. Thus, you can conref from one topicref
to another topicref, but conrefing from a topicref to a topic is both
invalid (pre the DITA spec) and meaningless (a topic may not occur literally
in a DITA map).

In advance of a built-in way to preview maps as resolved docs, you can use
the preview XSLT I've added to the DITA4Publishers project (available from
the source tree here:
http://dita4publishers.svn.sourceforge.net/viewvc/dita4publishers/trunk/xslt
/)

This preview style sheet is designed to provide a single-file rendering of a
map and its topics. It's not 100% complete with respect to DITA features but
it's good enough and it's easy to use from Oxygen--just set up an XSLT
scenario that applies the transform to your map and there you go.

This code is still under active development, so I'm not ready to fully
support it (which is why there's no download package or documentation for
it) but we're definitely using it and testing it so I can certify that it
works reasonably well. Once I've gotten it to the point where I can package
and document it, I will.
