Given that XSLT processors must be able to process (1) XSLT, which
is XML, and (2) input files, also in XML, it seems that A implies
that B is wrong--that is, it implies that XSLT is not in fact always
a good language for processing XML.

well not really saying it is a good language for processing XMl doesn't imply that it is always a good language for every kind of operation that one might like to do. gzipping an xml file might be seen as an xml operation but xslt's no good at that either (not unrelated actually as in both cases handling binary data is something of a requirement)
