I had a brief communication with this person ans he wasn't aware
neither of XPath 3.0 HOF nor of FXSL. Sent him pointers and haven't
heard from him since.

This is a good illustration that one shouldn't make any definite
statements on topics they don't know -- maybe with the exception of "I
don't know this subject".

Of course, everyone has the freedom to make a fool of themselves on
their blogs -- and sometimes uses that freedom.
