Note that while Antenna House doesn't report an error, my read of the specification is that my example for you should have tripped an error:

  4.9.6 Layering and Conflict of Marks
  http://www.w3.org/TR/2006/REC-xsl11-20061205/#rend-layer
  If A and B have the same stacking layer and neither is an
  ancestor of the other, then it is an error if either their
  backgrounds conflict or if a non-background mark of A
  conflicts with a non-background mark of B.

Not being an implementer, I'm assuming that since the Z-layer of the regions is undefined they are considered at the same layer, thus the non-backgrounds in my example would conflict. However, if they are undefined, then perhaps they are not considered at the same level, and the text above doesn't apply.

Note that the 4.9 introduction defines "marks" to include both glyphs and images.

BTW, I made Z-level of the region less relevant in my example below by playing with the opacity of the watermark

It cannot be done inline unless you use the overlapping regions. The region background is an attribute, not a formatting object.


The example below happens to look good in Antenna House.

p.s. I created the SVG using the free Inkscape tool, saving as SVG, and hacking the resulting XML to be the minimum subset I need without the baggage Inkscape uses for going full circle saving and reopening the file
