Fwiw, the latest version of Kernow now includes that DTD (and .ents)
in the download, and will load it from the cache so it never needs to
hit the w3c.  Previously there was bug in that process, which meant it
would always fetch it once to start with.

The latest version is "kernow 1.7b2.zip", which can be downloaded from here:

https://sourceforge.net/projects/kernowforsaxon/files/

Once downloaded and upzipped, run Kernow and then go to "Options ->
Kernow Options -> Resolvers" and use the file chooser to set the path
to the "cache" folder in the Kernow directory.

Kernow 1.7 also includes Saxon HE 9.2.1.1, Xerces 2.10.0 (with its
partial XSD 1.1 support), LexEv and several fixes.
