No, that's asking if one element can have two names.
Of course any number of namespaces can be in scope on a single element
but the element is in the namespace associated with its prefix (or lack of prefix) and there can only be one of those.

In an ideal world you wouldn't need to do anything, just wrie out
<img src="data:image/png,....base 64 encoded data...."/>
but not every commonly used browser supports the data URI type.
So you'll need to use an extension function of some type. You don't say what processor you are using (since you appear to be using xslt2 from java, i assume it's saxon?) Saxon's extension functions depend on whether you are using the commercial version or not.
