Actually you have another alternative, that doesn't require reading the source file as text or using a non standard parser of just always writing a fixed doctype SYSTEM id and then create the file referenced by that SYSTEM id by doing a second pass through the document in an xsl:result-document that just finds each attruibute value of type ENTITY and looks up the unparsed-entity-uri() for that entity and so recreates an equivalent entity definition.
