The XSLT 2.0 serialization spec is much more prescriptive than XSLT 1.0
about how individual characters are serialized, and it specifies that
characters should not be output as character entities except where the specs
(in this case the HTML spec) requires it. But in any case, Saxon has never
used ' in the serialized output as it is never required, and XSLT has
never given you this level of control over the output serialization. It
seems you have made your application reliant on an accidental feature of one
processor.

Why do you require ' to be used? It suggests to me that the output is
being processed by an application that can only handle a limited subset of
HTML. Is that wise?
