Here is the style sheet corresponding to the above:

I think you want/need
<xsl:attribute name="@name"><xsl:value-of select="."/></xsl:attribute>
Make that
<xsl:attribute name="{@name}"><xsl:value-of select="."/></xsl:attribute>
