If I recall correctly, these % expansions are a feature of the standard
docbook stylesheets.

While debugging you probably want to stop the automatic calling to FOP,
and just concentrate on the output of the xsl stylesheet which will be
an xml file in the FO namespace. Find out what FO XML is being generated
from your input.
