Your code mimics the xsl:copy behavior. I assume you meant:

<xsl:element name="{name()}" namespace="http://othernamespace">

Or:

<xsl:element name="{name()}" namespace="">

which will remove the namespace entirely (and will effectively remove the prefix, placing the element in the default null namespace).
