Border properties (with values other than 0) on region elements are not
allowed according to the XSL specification, and do not work with FOP.

Current versions of Stylus Studio include the personal version of RenderX XEP, which should (according to that link) render them. See http://www.stylusstudio.com/xml/publishing.html for details on XSL-FO and Stylus, or http://www.stylusstudio.com/renderx/xep.html for more on the bundled RenderX XEP processor.
If you're not on Stylus Studio 2007, you can install an eval side-by-side with your existing version. See http://www.stylusstudio.com/xml_download.html
