Okay, that clarifies the question, but you've asked for too general an answer. I'm not sure anyone on the list will take the time to post a general solution for the transformation of your table to both HTML and XSL-FO.
It looks like your original table is an OASIS table (formerly called a "CALS table") ... the DocBook stylesheets transform such a table to HTML and to XSL-FO, so perhaps you will find you can just use those stylesheets off the shelf. If not, you will see a very complete solution to the transformation of the table to the two targets:
