It could.  I've never seen it done in this fashion.  You are unable to
specify the exclude-result-prefixes attribute on the xsl:stylesheet
instruction?

<xsl:stylesheet version="1.0"
xmlns:xsl="http://www.w3.org/1999/XSL/Transform" 
 	xmlns:foo="foo namespace"
	xmlns:bar="bar namespace"
	xmlns:baz="baz namespace"
	exclude-result-prefixes="foo bar baz">
