  i am trying to write xpath which allows me to get all answers belongs to
  one question along with the question that has the answers
  i am get stuck

If the current node is a <question>

then 

<xsl:copy-of select=".|../../ans/answer[@question=current()/@id"/>

will give you this question along with all its answers.
