You do not need node-set extension for that, just pure XSLT1

    <xml id="dsoSeminar"><xsl:copy-of
       select="$seminar_info" /></xml>




   <xml id="dsoSeminar"><xsl:copy-of select="document()" /></xml>
that's a syntax error.

   <xml id="dsoSeminar"><xsl:copy-of select="document('')" /></xml>
That copies the stylesheetto the xml element

   <xml id="dsoSeminar"><xsl:copy-of select="." /></xml>
that copies the current node, which mightbe what you want, if the
current node is the root node of the input document.

If the current node isn't the root then you can do

   <xml id="dsoSeminar"><xsl:copy-of select="/" /></xml>
