Could be. I faintly recall from a while back that Nadia had page-masters that didn't require an even number of pages and so wouldn't produce a blank for that reason. Forcing the last content block and the empty ID block to always be together should catch those nasty floaters. So, "should always work" is relative to the problem at hand (which is generally my focus). Still, could be. Or there can be a blank float that floats past the end of the main content flow or ....
