unlike Microsoft, it looks like UK councils are unafraid of adopting working drafts....perhaps Mr. Kay is looking to move into politics after saxon 10 comes out.

Thanks, looks like you're right, Devon Council is mentioned as one of their clients. I'll have to swot up on Tamino.
