<xsl:apply-templates select="//Module [@ModName=@ChildName]"

You want @ModName to refer to attributes of Module and @ChildName
to refer to attributes of Child but since you've used teh exact same
syntax for both, the system doesn't know that's what you want.

 <xsl:apply-templates select="//Module [@ModName=current()/@ChildName]"

will work *assuming that's what you want, every module whose ModName is
equal to a ChildName of a child of the current module)  although
whenever you have the syntax  
///foo[something]
it is potentially very expensive, searching teh entire document each
time and you will gain the same result quicker (usually) by using the
equivlent key expression, but get it working before optimising.
