yes, you can use any character you like.

You just have to obey (both) XPath and XMl rules for strings,

for format-number you want an argument that is a string containing a ',
to get an XPath string literal containing ' you need to delimit it with
" so
format-number(... , " ... ' ...")
now you want to put all of that in an XML attribute, as it contains both
a ' and a " you need to quote one of them using &apos; or &quot; so that
you can use it to delimit the attribute value, 

select="format-number(... , &quot; ... ' ...&quot;)"
or
select='format-number(... , " ... &apos; ...")'
