Looked into it already :)

We need pagination because the flows ultimately end up in MS Word files.  In
fact, in the end we need one graphic file (jpeg or whatever) per "page"
since the Word file contains appropriate header/footer info, and the flows
appear in the middle of a much larger "procedure" file (so it's the MS Word
header/footer and page number that count).  The satellite controllers run
the procedures from hardcopies printed from the MS Word files...

There may be a time when "on-line" procedures are used predominately (some
operators are going that route already), but as long as the traditional
hardcopy folks are still around, we are pretty much stuck with the allCLEAR
solution for now.
